PURPOSE
Close the achievement gap with accountability, flexibility, parental choices, and research-based reforms

GOALS

  • ALL students will attain proficiency or better in reading and mathematics by 2013-2014

Teacher Quality

  • Beginning 2002-2003 all new Title I teachers must be certified
  • All core academic subject area teachers not highly qualified must meet the requirements by 2005-2006
  • Title II funds can be earmarked for teacher and principal quality
  • Paraprofessional hired after January 8, 2002 must meet requirements for qualification standards
  • Paraprofessionals hired prior to January 8, 2002 must meet requirements for qualifications by January 8, 2006

Options and Choices for Parents

  • All Title I Schools: 1) Increased parent notification and reporting requirements for all districts; 2) Emphasis on parental involvement
  • School Improvement Status Schools: 1) Transfer option to schools not identified for improvement; 2) Supplemental services provided outside the school day

Instructional Methods

  • Resources concentrated on scientific, research-based programs
  • Characteristics of scientific research-based studies uses scientific methods, has been replicated, can be generalized to a larger population, meets rigorous standards, and other studies or programs point to the same conclusion   

Flexibility

  • Legislation allows for flexibility in use of funding
